Toledo introduces new tourism regulations to protect its historic center from 2026
Toledo City Council has approved new regulations for guided tours in the historic center, effective 1 January 2026, introducing group size limits, equipment restrictions and fines for violations.
The Toledo City Council in Spain has approved a new ordinance aimed at regulating tourist activity and preserving the quality of life in the historic center. The measures, adopted in collaboration with local tourism stakeholders, will come into effect on 1 January 2026 and are designed to ensure more sustainable and orderly tourism flows.
Under the new rules, guided groups will be limited to a maximum of 30 people, including the tour guide, in sensitive areas of the city. The use of loudspeakers and megaphones will be prohibited, and larger groups or evening tours must use individual headsets to avoid noise disturbance.
The measures also restrict promotional activity in public spaces. Advertising umbrellas used to market guided tours will no longer be allowed, and street selling or offering of tours directly to passers-by is strictly banned.

Authorities will have the power to impose fines ranging from 750 to 3,000 euros for serious or repeat non-compliance. In addition, visitors will be encouraged to follow respectful behavior guidelines, such as walking in single file on narrow streets, avoiding overcrowding, and keeping public areas clean.
The ordinance was developed with input from key tourism organisations, including the Regional Association of Tourist Guides of Castilla-La Mancha (APITCLM), a member of CEFAPIT and FEG, to ensure the measures remain workable for industry professionals.
Mayor Carlos Velázquez stated that the initiative represents an important step toward a “sustainable and balanced tourism model” that considers the needs of both residents and visitors.
For travel and tourism professionals, Toledo’s decision reflects a broader trend among European heritage cities introducing regulations to manage tourism flows, protect cultural sites, and improve visitor experience.
