San Martín Region Unveils TCC 2040: A Strategic Plan for Competitive Tourism and Export Growth in Peru
San Martín launches TCC 2040 to boost sustainable tourism, local exports, and inclusive growth through management, investment, and innovation strategies.
The Peruvian region of San Martín, which is situated in the foothills of the Amazon, has launched a groundbreaking project aimed at changing its economic environment going forward. The Regional Directorate of Foreign Trade and Tourism (Dircetur) of the Regional Government of San Martín (Goresam) initiated the Regional Sector Development Program: Competitive Tourism and Foreign Trade by 2040 (TCC 2040). With a territorial focus, this programme is a long-term roadmap that emphasises local identity, sustainable tourism, and quantifiable development results.
By encouraging eco-friendly travel and boosting exports, the TCC 2040 project seeks to revitalise the area’s economic structure. By doing this, San Martín hopes to promote an economy that is based on the region’s distinctive biodiversity and cultural identity while also being environmentally conscious. While making sure that local communities profit from the increased economic activity brought about by tourism and exports, the programme’s objectives are intended to improve the region’s competitiveness on a global scale.
Building on Previous Success: The Legacy of PERTUR
The TCC 2040 programme builds upon the foundations set by the Regional Strategic Tourism Plan (PERTUR) 2019-2030, which outlined strategies for advancing tourism in the region. PERTUR introduced key governance tools such as the Regional Tourism Governance System (Sisgotur) and the Regional Tourism Competitiveness System (Siscomtur). These systems, developed in San Martín and now unique nationwide, have significantly improved tourism planning, performance monitoring, and decentralised management across the region.
In 2024, these systems were formally established through a regional ordinance, further cementing their importance in shaping San Martín’s tourism future. The initiative has been recognised as a model that could potentially be replicated in other regions of Peru, positioning the region as a leader in tourism governance and management in the country.
Three Pillars for Growth: Management, Investment, and Promotion
The TCC 2040 programme is structured around three core pillars: management, investment, and promotion. These pillars are essential for the sustainable development of tourism and foreign trade in San Martín, providing a framework for both public and private sector collaboration. The programme is implemented through seven strategic components that work together to improve the region’s tourism offerings and export activities.
- Promtur: This component is responsible for the promotion of San Martín’s tourist attractions and cultural identity to the international market, drawing attention to the region’s natural beauty and biodiversity.
- Inprotex: Focused on promoting exports, Inprotex aims to create stronger connections between local producers and international markets, ensuring that the region’s unique products are recognized globally.
- San Martín Exporta: This initiative is designed to support the export sector by providing logistical, financial, and technical assistance to local exporters, enhancing the region’s economic diversification.
- Impulsa Turismo: Dedicated to fostering tourism entrepreneurship, Impulsa Turismo helps businesses and individuals in the tourism sector by offering guidance, training, and resources to improve service delivery and operational effectiveness.
- Entur San Martín: A key player in the region’s tourism management, Entur San Martín coordinates efforts to enhance the overall visitor experience, from transportation and hospitality to attractions and cultural activities.
- Sisgotur and Siscomtur: These two systems, which were mentioned earlier, play a central role in managing tourism data and competitiveness metrics. They provide critical information to local governments and stakeholders, facilitating informed decision-making and strategic planning.
Key Progress and Future Prospects
The TCC 2040 programme is already showing positive results through various initiatives and strategic investments. One of the notable achievements is the completion of a comprehensive tourism diagnostic across the region’s 78 districts. This diagnostic has provided valuable insights into the strengths, challenges, and opportunities for tourism in each area, helping guide future development efforts.
Another significant milestone is the creation of the Tourism Competitiveness Ranking for Local Governments, an initiative launched in 2024-2025 that uses the Siscomtur system to evaluate and compare the performance of local governments in managing and promoting tourism. This ranking serves as a tool for identifying best practices and areas needing improvement, ensuring that local governments remain accountable for their tourism strategies.
In addition, San Martín has activated the Regional Tourist Protection Network, which aims to safeguard the region’s tourism resources and ensure that local businesses adhere to sustainable practices. The network will also provide a safety net for tourists, ensuring that their experiences are both enjoyable and secure.
The Territorial Tourism Registry (RTT) has also been expanded, facilitating better tracking of tourism-related activities across the region. This registry will help improve the region’s tourism infrastructure and service offerings, making San Martín more attractive to international visitors.
Promotional efforts, such as the Anfitriones de Corazón initiative, have also gained traction. This programme highlights the role of local communities in welcoming tourists, promoting a sense of hospitality and community engagement that is vital for sustainable tourism. Additionally, the region is actively pursuing a portfolio of strategic investments aimed at strengthening tourism infrastructure, including the construction of new hotels, improved transport links, and enhanced visitor facilities.
Looking Ahead: San Martín as a Model for Sustainable Tourism
San Martín is being positioned as a model for export-led development and sustainable tourism by the TCC 2040 programme. Its emphasis on environmental stewardship, cultural preservation, and inclusivity is laying the groundwork for sustained economic growth that benefits both domestic and foreign stakeholders.
By demonstrating that sustainable tourism can be a catalyst for inclusive growth and global competitiveness, the programme’s success will not only support the region’s economic stability but also set a standard for other Peruvian and international regions.
San Martín is poised to emerge as a top eco-friendly travel destination and a centre for sustainable export operations with sustained investment in tourism infrastructure, capacity-building for local companies, and the promotion of the region’s rich cultural legacy.
