ICAO reinforces global climate commitment ahead of COP30

ICAO will present a formal statement at COP30 following strong global support for its environmental framework, highlighting progress on emissions monitoring, CORSIA, and net-zero goals for aviation.

 

Aviation has sent a clear signal of strengthened commitment to environmental action following the 42nd Session of the ICAO Assembly, which achieved record participation from 192 of the organisation’s 193 Member States. Delegates reaffirmed support for ICAO’s role in shaping the global environmental framework for the sector.

ICAO will deliver a formal statement and submission to the United Nations Climate Change Conference (COP30) in Belém, Brazil next week. The presentation follows the global consensus achieved at the Assembly on policies to guide aviation’s climate transition.

The statement to the sixty-third session of the UNFCCC Subsidiary Body for Scientific and Technological Advice (SBSTA 63) will outline key developments. These include aviation’s comprehensive environmental monitoring and reporting system, which covers almost all CO₂ emissions from international air transport. It will also highlight the record number of State Action Plans submitted by 154 Member States, accounting for 99% of global air traffic and reflecting national strategies to reduce emissions.

A total of 130 Member States have confirmed voluntary participation in the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) from 2026, marking a notable increase in global commitment to market-based measures for emissions reduction.

ICAO’s submission will update progress on its Implementation Roadmap, including work towards the Long-Term Global Aspirational Goal of net-zero carbon emissions by 2050. It will also report on developments related to CORSIA, the ACT-SAF capacity-building programme and the Finvest Hub, which aims to connect financing and investment with sustainable aviation initiatives.

During COP30, ICAO will host a side event titled “International Aviation and UN Sustainable Development Goal (SDG) 7: Clean Energy” to showcase sector efforts on Sustainable Aviation Fuels, Lower Carbon Aviation Fuels and emerging clean energy technologies. The session will highlight how aviation’s energy transition supports the broader global objective of achieving clean and affordable energy.

The Assembly concluded with the adoption of three environmental Resolutions covering climate change, CORSIA and provisions on noise and local air quality. These Resolutions strengthen the global regulatory foundation for sustainable aviation growth.

ICAO’s presence at COP30 offers an opportunity to encourage accelerated climate action by Member States and industry stakeholders and to reinforce collective efforts to reduce aviation’s environmental impact in line with global climate goals.
