Saudi Arabia has solidified its position as a global leader in digital governance, achieving the top rank in the 2025 GovTech Maturity Index. This remarkable milestone is a direct result of the Kingdom’s relentless efforts to modernize its public service delivery systems, underpinned by the ambitious Vision 2030 initiative. Through strategic investments in technology, innovation, and digital infrastructure, Saudi Arabia has not only improved the efficiency and accessibility of government services but also set a new global benchmark for digital government excellence. This achievement reflects the Kingdom’s commitment to delivering world-class services to its citizens while positioning itself as a trailblazer in digital transformation on the global stage.
In recent years, Saudi Arabia has firmly established itself as a global leader in digital government, revolutionizing public service delivery and setting a new standard for digital governance worldwide.
The Kingdom’s journey toward digital transformation began in 2005 with the launch of the Yesser eGovernment Program. This initiative, in collaboration with the National Center for Archives and Records, laid the foundation for modernizing government operations and services. Through the integration of 62 government entities with the National Unified Government Correspondence System, known as Morasalat, the program created a unified communication platform, enhancing coordination and efficiency across ministries, authorities, and institutions, including the Ministry of Economy and Planning, the Ministry of Culture, and the Saudi Export Development Authority.
Building on the successes of Yesser and the ongoing digital shift, Saudi Arabia adopted a more structured approach to digital transformation in the coming years. Saudi Arabia’s digital government now encompasses over 3,500 services available through more than 530 platforms and portals. One of the most significant milestones in this digital transformation was achieved in December 2025, when Saudi Arabia ranked first globally in the World Bank’s GovTech Maturity Index (GTMI), a recognition of the country’s outstanding achievements in digital governance. Announced on December 18, 2025, in Washington, the results of the GTMI placed Saudi Arabia at the top, out of 197 countries, with an overall score of 99.64 percent. This result marked the Kingdom’s emergence as a leader in digital government, classified in the “Very Advanced” category.
The GTMI rankings highlighted Saudi Arabia’s dominance across all key indicators, with an exceptional 99.92 percent score in Core Government Systems, 99.90 percent in Public Service Delivery, 99.30 percent in Digital Citizen Engagement, and 99.50 percent in GovTech Enablers. This well-rounded performance underscores the strength and maturity of the Kingdom’s digital infrastructure and services, illustrating the effectiveness of its digital government initiatives.
Commenting on the achievement, the DGA emphasized that the country’s success was the result of significant efforts to re-engineer government services and develop advanced digital infrastructure. The DGA remains committed to fostering innovation, enhancing the quality of digital products, and supporting the national economy, all in alignment with the ambitious goals of Vision 2030.
