In a bold move to rejuvenate its economy and support the tourism sector, Thailand has introduced a strategic stimulus package designed to revive domestic tourism, empower regional economies, and accelerate national economic growth. With domestic tourism experiencing an 8% decline over the past several months, the Thai government is focusing on reviving the travel sector as a key driver of recovery. The package aims to incentivize travel within the country by offering tax rebates for domestic tourists, stimulating public sector spending, and improving infrastructure through hotel renovation incentives. These measures are set to not only boost tourism but also ensure that the benefits of this recovery are felt across the nation, particularly in less-visited regions. By targeting both short-term economic relief and long-term growth, Thailand’s tourism stimulus package seeks to strengthen its tourism sector, create jobs, and contribute to sustainable economic development across the country.

The Thai Finance Ministry, in collaboration with the Economic Cabinet, is pushing forward with the proposal, which will be presented to the full Cabinet next week. The focus is on supporting both local tourism and regional economies, ensuring that the benefits of recovery are felt across the nation.

Three Core Pillars of the Stimulus Package

The package consists of three primary components that aim to directly support domestic travelers, local businesses, and the tourism infrastructure at large.

1. Tax Rebates to Stimulate Domestic Travel

One of the most significant elements of the stimulus plan is the introduction of tax rebates aimed at encouraging local travel. From October 29 to December 15, 2025, eligible Thai residents will be able to claim income tax deductions of up to 20,000 baht for travel-related expenses. The rebate will be applied at a standard 1x rate for travel to major cities and a 1.5x rate for trips to secondary cities, which are often less frequented by tourists. By incentivizing travel to these areas, the government hopes to redistribute tourism’s economic benefits to regional economies that have suffered the most from the downturn in visitor numbers.

This targeted approach aims to broaden the impact of domestic tourism, making it more inclusive and supporting areas that have not traditionally been major tourist hotspots.

2. Accelerating Public Sector Spending to Spur Economic Growth

To inject funds into the economy quickly, the government has set aggressive targets for public sector spending. Agencies, local bodies, and state enterprises will be required to spend 60% of their allocated seminar and training budgets, totaling 6 billion baht, by January 2026. This rapid expenditure is expected to stimulate demand in the service sector, where many small businesses and local service providers are based, directly benefiting those who rely on tourism for their livelihood.

The goal is for this measure to contribute 0.4% to Thailand’s GDP growth by the end of 2025, thereby accelerating the recovery process.

3. Hotel Renovation Incentives to Improve Infrastructure

Recognizing that a key component of Thailand’s tourism success is the quality of its accommodation, the government has introduced a double (2x) tax deduction on renovation expenses for hotels in secondary cities. Eligible hotels can apply for this incentive to improve facilities, including upgrading to more energy-efficient systems such as solar panels and better waste management solutions. This initiative will enhance the quality of lodging outside major tourist hubs, helping secondary cities become more attractive to domestic and international visitors.

The renovation incentive will remain in effect until March 2026, providing hoteliers with enough time to make the necessary improvements and increase the country’s overall capacity to accommodate tourists.

Supporting Business Travel and Entertainment Venues

The stimulus package also includes measures to support businesses involved in domestic travel. A proposal is under review that would allow companies to claim tax deductions for employee travel expenses. Encouraging businesses to travel within Thailand could further bolster domestic tourism and contribute to economic revitalization.

Additionally, the government is considering reducing the tax on entertainment venues, such as restaurants, bars, and performance spaces, from 10% to 5%. This change would provide operators with financial relief, encouraging them to enter the formal tax system while enhancing the appeal of entertainment venues for local tourists.

Addressing National Budget Disbursement Challenges

In addition to tourism-specific measures, the government has addressed the issue of underutilized national funds. Last year, over 300 billion baht in the national budget went undisbursed, with investment spending falling short of targets. For the 2026 fiscal year, the government has set new disbursement targets, aiming for 93% of the general budget and 75% of the capital investment budget to be used effectively. These targets will be closely monitored, ensuring that funds are directed toward vital economic recovery initiatives.

A Roadmap to Long-Term Economic Growth

This fiscal stimulus package is part of Thailand’s broader effort to restore its economy to pre-pandemic levels. By targeting domestic tourism, stimulating public sector spending, and improving tourism infrastructure, the government is setting the stage for both short-term recovery and long-term growth.

With the tourism industry being a cornerstone of Thailand’s economy, these measures are expected to have a profound impact on local businesses and regional communities. They also provide a roadmap for Thailand to strengthen its tourism sector and create a more sustainable, diversified economy.

As the new stimulus initiatives take effect, Thailand is poised for a tourism resurgence that could help it reclaim its position as one of Southeast Asia’s most popular destinations. With a focus on inclusive growth, the government aims to ensure that the benefits of tourism reach all corners of the country, driving a more equitable and resilient economic recovery.
